- Add 0001-cli-Fix-linking-with-system-libx264-on-x86.patch from
upstream to fix building the cli x264 tool on x86.

Build with nasm >= 2.13 for openSUSE Leap 42.3 and SLE-12
Update to new snapshot from upstream. Please note that this change builds for all targets in openSUSE_Factory_ARM that are currently disabled in Essentials, please enable build for those there if wanted.
Remove duplicate Provides/Obsoletes because a subpkg x264 exists already
